I've not heard of a kimlik card and I'm not 100% sure what you are asking but I think you're asking whether your mum can fly back from Larnaca having arrived in Cyprus via Ercan airport?
If she arrives via Ercan from Turkey, I'm pretty sure she must return that way as the Republic of Cyprus won't allow anyone with a Turkish stamp on their passport to pass through Larnaca.
It's because only Turkey recognizes the TRNC (commonly refered to as north Cyprus) so effectively arriving in South Cyprus via a state which has invaded and taken over the land there is illegal.
Basically if you go to the TRNC, while you can cross the border in the Republic of Cyprus, to leave the island you have to go back the same way.
